OKX said on Oct. 20 that its Shield security reimbursement program is now open to eligible US customers, offering up to $100,000 in coverage for qualifying account takeovers. VIP tiers 1 through 3 can receive up to $250,000, and VIP 4 and above up to $500,000, with no subscription or activation fee.
Unchained reported that eligibility requires turning on a passkey, large withdrawal protection, transaction verification, and web withdrawals disabled. Shield also scans linked devices for malware and for rooted or jailbroken systems; protection stays in force only while those settings remain on. Andrew Cuomo, the former New York governor who joined OKX's board in July, said during a virtual press conference that OKX will voluntarily reimburse victims of fraud. Head of Risk Xiancheng Han discussed vendor governance and layered asset protections during the same briefing.
OKX's terms and conditions describe Shield as "a voluntary, discretionary goodwill initiative" rather than insurance. A person can receive no more than one approved claim in a lifetime across all OKX entities, claims must be filed within 72 hours of the last unauthorized transfer, and reimbursements are paid in stablecoins. Transfers a user approves are excluded even when tricked, as are trading losses and funds held in OKX Wallet or on outside platforms. Each claim is reviewed individually.
The program targets account takeovers carried out through phishing, malware or SIM swaps. OKX first offered Shield to European customers in September. The US launch follows the exchange's 2025 return to the American market after its operating entity pleaded guilty to running an unlicensed money-transmitting business and paid more than $504 million. Crypto Briefing and Bitcoin.com News also covered the expansion, citing the same tier structure and the security-settings prerequisite.
The discretionary framing matters for users comparing coverage with traditional crime insurance or exchange-led guarantee funds. OKX has not published claim approval rates, average payout sizes or how many European accounts have used Shield since September. The program sits alongside, rather than replaces, the exchange's cold-storage and withdrawal controls.
The European launch in September established the tier structure and the security-settings gate. The US version adds higher VIP caps and arrives shortly after OKX's return to the American market following its guilty plea and settlement. Shield is positioned as a consumer-trust product at a moment when exchange account takeovers remain common and traditional crime insurance rarely covers crypto theft.
Coverage limits scale with VIP tier rather than with account balance, which means large holders may still face a gap between balances and the $100,000 to $500,000 caps. Reimbursements are paid in stablecoins, so users bear no direct fiat conversion but also do not receive replacement of the original asset if prices move between theft and payout. The one-claim-per-lifetime rule across all OKX entities prevents repeated filings across jurisdictions.
OKX has not published European claim statistics that would let users estimate approval odds. The terms reserve full discretion to deny claims after individual review, and several categories of loss are excluded by design, including social engineering that results in an approved transfer. That exclusion is the main gap between marketing language about fraud reimbursement and the actual contract terms.
The $500,000 top-tier cap is high relative to many exchange guarantee funds but still below balances that large VIP traders routinely hold. OKX positions Shield as partial protection rather than full insurance, which the terms language reinforces. Users who want full coverage still need separate crime policies or self-custody.
Cuomo's board role since July has coincided with a more aggressive US market push for OKX. Shield is one of several consumer-facing trust products, alongside the tokenized stock venue work through OKXICE. The former governor's public statements about voluntary reimbursement are as much brand positioning as legal commitment, given the terms' discretionary framing.
